Housing Rehabilitation Services
Our Housing Rehabilitation Services are designed to help homeowners maintain safe, livable, and energy-efficient homes. This program provides financial assistance and technical support for essential home repairs and improvements that enhance housing stability.
Services Offered:
✔ Critical Home Repairs – Addressing necessary repairs related roofing, plumbing, electrical, and heating systems.
✔ Energy Efficiency Upgrades – Enhancing insulation, windows, and HVAC systems to reduce utility costs.
✔ Lead Hazard Reduction – Remediation efforts to create healthier living environments, particularly for families with young children.
Eligibility & Application:
Funding is available to qualifying homeowners and is subject to certain income restrictions. Our goal is to preserve and improve our community’s housing stock while ensuring that residents can live safely and comfortably in their homes. Current Program Opportunities:
- City of Buffalo Owner Occupied Housing Rehabilitation Program
This program provides several housing rehabilitation assistance opportunities including emergency repairs (i.e. sanitary, storm, and waterline laterals, electrical system hazards, roof and chimney replacement, furnace replacement, hot water tank replacement, etc.), matching funds for general home renovation work, and direct grants for home repair. The type and amount of assistance is dependent on certain income restrictions and the geographical location of the home.
- City of Buffalo Lead Hazard Reduction Program
Belmont has partnered with the City of Buffalo Urban Renewal Agency (BURA) to help make your owner-occupied, rental property or vacant units lead safe. The Lead Hazard Reduction program will assist homeowners and landlords with funding to make your home Lead Safe. The program requires professional lead testing and surveying and the development of work specifications unique to your testing results. Ultimately, a Lead Hazard Reduction Plan will be created for you. An EPA Certified LEAD Abatement Contractor will come to your home and repair/replace items identified through the lead testing and survey work.
To qualify, you or your tenant must:
- Meet the low to moderate-income eligibility requirements.
- Reside at a 1–4-unit residential property built before 1978.
- Have at least one (1) child under the age of six (6) residing in the unit or frequently visiting AND/OR be pregnant

The following Program Qualifications apply to ALL City of Buffalo-funded programs:
- Applicant must demonstrate that they have owned the property for at least one year
- Households with more than $ 35,000.00 in financial assets will not be eligible for assistance
- Households in arrears for water, user fees, and city or county taxes will not be eligible for assistance unless they are willing to enter into a payment plan
- Excluding the Lead Hazard Reduction Program, If the applicant owns any other property, they will not be eligible for assistance (vacant lots will be allowable)
- Income documentation must be provided for all members of the household based on the maximum 80% annual median Income restriction.

NYSHCR Vacant Rental Program:
The Vacant Rental Program (VRP) is intended to put vacant residential units back in service. It can also be used to convert vacant commercial space to residential space. It provides grant funding up to $50,000 if the completed unit will serve tenants under 80% of Area Median Income (AMI) and up to $75,000 if the unit will be rented to tenants under 60% AMI. We’d like to express our gratitude for the work that was done at home. We were without heat in our home at the beginning of January. Kieth Braun(Manager) went above and beyond to help save our lives. The dedication and empathy he had with us showed us that good people do exist. We were blessed to have this team of people work on our home in the middle of winter with their hard work and dedication. God put Kieth in our lives; he was in position for this assignment and blessed us with heat and our new furnace is working great, and we are warm in our home again.
